European prospects refusing to sign NHL ELCs, citing not wanting to come to Canada/USA, needs to be tweaked. I don't think many players that plays in the Swedish 3rd division, or in the Czech 2nd division, would refuse a NHL ELC contract if they where offered one.

Same thing with American players planning to go to college. I think most would sign the ELC if it was offered. In game it seems like no one takes you up on it. And when they are in college, it doesn't seem to be possible to sign them at all, until they have finished school.

I've also seen American prospects going to the CHL, and then deciding to go to college. Should that be possible? Do they not lose their eligibility when they play in the CHL?
