Okay, so it is normal for me to have no idea of the basic ratings of free agents or expansion draft players, only their stats, position strengths, and conditioning/character/hockey sense?

This isn't limited to fog of war mode. In an online multi-player league without fog of war, even, if a commish is also managing a team, they can see lots of ratings that the rest of the people can not (see above).
A couple of questions in this regard, on behalf of the commish of our league:
- is it possible to create a new random human user and transfer commissioner status to that user, so that the commissioner can play as a regular manager (and see what the regular manager sees), logging in to the commish account as needed for league functions?
- how do we delete all of the random extra Joe Average GMs that seem to be multiplying while passing the league file back and forth?
