Yeah, Malte and I noticed this when testing the at-start expansion, and came to the conclusion that it was best to leave it up to the owner to choose how to get to the cap floor. The actual real-life penalties for being under the floor are surprisingly vague: the best guess seems to be that it's a fine in the $1-5m range and the loss of a first rounder, but there's no guidance at all in the CBA about the mechanics of that - does paying the fine and losing the pick absolve you of the need to stay above the floor afterwards? If not, when do you have to fix the situation? And is there another penalty if you don't?

So, we left it as it is, which is basically "sign free agents until you've got a payroll high enough, or you can't continue."

But it'd probably be a good idea to give you a little more warning about the problem, like a message right after the draft that you need to spend some money on free agents. I'll see about adding one.
