The problem is, users will often play 20+ seasons, and in real life the owners would allow themselves those little escape clauses a few times in that window. They did it after the 2005 lockout as well, so it's been 100% of the time after each new CBA in the cap era. It's also very useful from an AI perspective - letting too many AI teams get into cap trouble does very, very bad things to roster management in the league as a whole; the safety valve of compliance buyouts a couple of times a decade helps avoid that.

That said, we're making it less likely that it'll decide to use the buyout on high-end players now, and should target more of the mid-roster guys making inflated salaries.
