Well considering that you have chosen to ask instead of search, no it does not appear to be listed as a bug but rather a possible feature. As I have already stated, this could have been by design so that when someone edits a player they know the "real" ratings of that player so that they can make more knowledgeable adjustments accordingly.
If you want a direct response from Markus then I would suggest emailing him the question. If that is the case please let us know what he has to say on the subject.
