Go into League Settings, then the Rules tab, for each minor league.
There's talk both ways about how you do it--but make sure your lowest league has NO limit. Otherwise, folks will get dropped/signed in a weird loop.
I've played both ways and honestly, since it's easier for the AI to process with no limit (doesn't have to pick between player A or B), and since I can keep my own council and not abuse the no-limit rule, I tend to leave limits off these days.
