you can try alt-tabbing to see if that fixes once you switch to desktop and back again.
also, try hitting the 'minimize all" in bottom right corner, if you have win7. then click the program again.
does ootp have a fullscreen-windowed mode? if so, use that. in general with games they run better when not in fullscreen - less resources etc.
