That being said, the players who actually get elected to the game as subs after the starters are voted in are based on actual performance, so if he's doing really well he will likely end up getting in to the game anyways.

Is the player's OVR low? If thats the case then you might want to look into playing with a stat heavy AI evaluation setting.
His OVR rating should get him on the ballot and depending where you set importance of popularity, his popularity level should get him votes (or not if he's not popular)
Also checking the option to force the all star team to represent all teams can also help get an overlooked player in.
