I have international leagues turned on in my game, and it only happens very rarely. There's usually only one per season, with all leagues turned on. So first of all, check that you're not just running an MLB + Minors game, and then be patient because it will happen occasionally.
Although from my experience, the posted players aren't exactly Ichiro.
