the overall and potential ratings are not absolute. they depend alot on your settings - even with 100% scouting. also, whether you have overall/potential relative to all players or relative to position.
you shouldn't use over/pot for any serious decision in a significant way. it's merely there to be a general sense of quality.
some combinations of ratings that equate to 72 are better than some combinations of ratings that equate to 80.
i think this holds true to pitchers in a significant way, and less so for position players.
