Can I customize a league this way (take any player from any season and put them on one team while dumbing down certain detailed aspects so I can just play ball), or is the game's structure more stingent and hard-coded then that?

You can absolutely set this league up. You will have to import the players you want from the historical database onto the team you want, but its absolutely doable.
I'll leave it to someone a little more versed in historical player importing (I do customs and historicals myself, but not well-versed in individual importing) but this isn't very difficult.
You can absolutely set the roster rules the way you want, turn the financials and such off, and just worry about baseball. I don't see a single thing you've mentioned that you won't be able to do -- so you're about to enter baseball heaven.
