Evaluating Players Based On Stats Only

quick question for the more experienced stats only players. I am attempting to play stats only MLB league with an expansion team. I confess I do have "Other Ratings" turned on so I can have a better idea of player speed and defense.

That said, how do you evaluate, or maybe more appropriately, how often do you evaluate your player in the minors to decide whether or not they are ready for the next level, or if the are starting to suffer from being held back?

Seems to me it could be a crap shoot if a player is on a hot streak, or maybe starts to languish a bit but didn't notice.

Any insight is appreciated.
