If you have "disable automatic induction" checked, then there is no AI voting - the balloting is entirely based on the human votes. You shouldn't have to take yourself out of commish mode to vote, either, btw.
Otherwise, as it currently stands, every league votes for the hall separately, so yes, unfortunately, if a player played in multiple leagues, they need to put up enough stats in one league to get inducted there. If you are seeing it as really hard to get people elected, dropping the induction criteria lower should help that.
But I don't believe that's related to the above. From what it seems like, the automatic induction is disabled, and for whatever reason, it looks like there was no human ballot cast above, hence everyone being at 0. If you want to hack something that might help, I would suggest the following:
-reschedule the league HOF event for tomorrow
-un-check the second box
-re-cast your ballot (if desired)
This does somewhat screw up calculations internally, but should "over-write" the zero ballots that you're seeing the above case, and should hopefully allow those players to not get dropped from the current ballots.
