This is a Pan-Asian League that I usually use as part of a larger universe. I keep it and use it as a template, rather than a quickstart. Wasn't sure if we could upload templates, so I made the quickstart. I would suggest loading it as a new game and saving as a template because the league doesn't quite feel big enough to stand on its own.
