Okay, I think (after my anger has subsided) that you misunderstood my original answer and thought I was being a smart aleck, maybe.
But I make the distinction clear in my angry rebuttal.
The sign (-/+) is only to let you know on which side of zero the player's WAR was before it was rounded to zero. Therefore a player with an unsigned zero was either at zero or above before rounding and a player with a negative zero was below replacement level before getting rounded up to 0 or replacement level.
Also, I believe the rounding is only for display purposes and the actual WAR value stored for a player with -0.0 WAR is a negative number.
