This is incorrect.

In normal (non-delayed) play, a pitcher is only required to finish an at-bat if there was a mound visit during the at-bat (including before the first pitch of the at-bat), or if this is the first batter this pitcher has faced since entering the game, or if the pitcher had begun his warmup pitches to start an inning.

Even if one of those situations applies when resuming play from a rain delay, I *believe* the rules for resuming play after a rain delay specifically allow substituting the pitcher.
