Owner controlling my development budget
Is this b/c it's a historical league or did I accidentally click something? I have it set for the entire budget to be available for teams if that matters
Also, I haven't simmed a day yet, maybe I just need to wait til pre-season starts to be able to alter my development budget?
The odd thing is if I'm in commissioner mode, I still can't alter my budget, but I can alter the player development budget of any of the other MLB teams
