Something strange is going on here. After the last season, there were 3 scouts available and 8 teams in need. On opening day, the were 0 scouts available and all teams had scouts. I changed the search filter to check on the available FA's for other roles, when I got back to scouts, there were then 26. It seems like it's a filtering bug.
