As far as the number of forum separations the 2 might work well with having the mod announcements stickied to the top of that forum for a certain period of time. The announcements could include a link to the actual discussion thread for that particular mod and would be best if it was closed so that all input about that mod could be kept in one thread.

The requests shouldn't be bad in the respective forums and could always be bumped if needed. To help the matter there could be limitations on new threads for request over 3 while leaving the smaller requests for one specific thread that could be stickied to the top of the forum.

There should be a moderator for the forums who makes sure that threads are merged and moved appropriately on a daily basis. This would go a long way toward helping with the overall organization of the forums. This would eliminate the need for us to resort to flames in order to help others get the hang of what we expect from them.

The trick is to get a set guideline in place and then to help others to follow that guideline. With respect and courtesy anyone can pursued anyone to do just about anything. If we really want better organization and are willing to not be rude about it in the short run then things will smooth out over the long run.
