I presume you mean starting with something other than the 2015 season? If so, then no, OOTP cannot automatically create the historically correct minor leagues for any given past season. Even just the actual affiliates, never mind the actual leagues, would be an enormous undertaking given the degree to which the minor leagues have varied over the years.
