Keep in mind, that creating these levels, doesn't mean the game is going to import enough players to fill them. In fact, ghost players will often outnumber real players if you have 3 or more levels. If you select the option to require full minor league rosters the game will create fictional players to mix with real ones.

As David Watts said. However if you choose not to fill fictional players and leave the ghost players in you will notice within a couple of seasons the minor becomes well stocked as you acquire players through trades and the draft, with historic draft allocation on this happens very quickly.
