If you want minor leagues when playing historical you have to select that option when you create your league. It's part of the setup wizard. You just put a check mark in the box for what levels you desire. The minor leagues will be created in the same format as your big league.
Keep in mind, that creating these levels, doesn't mean the game is going to import enough players to fill them. In fact, ghost players will often outnumber real players if you have 3 or more levels. If you select the option to require full minor league rosters the game will create fictional players to mix with real ones.
