I've recreated this error.

Starting a historical league, I uncheck the option to import historical numbers (I wanted a clean slate for the league).

Start the league - and I've got historical numbers for everyone, indicating that it's not the first year of the league. This is evidenced by viewing the records page.

First time I figured I just must have made a mistake. So I made a second game, after unchecking the option, I just took the defaults through to the start of the game, game started, looked at historical records, and they're fully populated with previous years data.
