1) That's an AI thing. Bryant is rated highly and therefore the AI puts him on the 25 man roster.
Regarding the 5th prospect rating, do you have scouting turned off?
Maybe Soler needs a slight boost, but that's beyond my pay level.
2) Montero's pitch framing rating will be from PECOTA, I'd guess.
