Draft Pick/International Signings
If you do this on the same day and negotiate with your draft picks first, it does not affect how much you have for International Signings. For example if you have 30 million Total Money Available in your budget, and meet the demands of all the draft picks with the cost being 30 million, you still have 30 million available to sign the International Free Agents.
Inversely, if you have 30 million TMA, and negotiate with the International Free Agents and spend 28 million, you have 2 million available to sign.
In other words, if you want to cheat, don't sign draft picks till the International FA's are out and then you can double your money
