I like the changes that have been made to the coaching system, so kudos to Matt on that. However, I strongly disagree on one choice that was made in this area.
When the user has the role set as General Manager, the "Minor League Lineups/Depth Charts/Pitching Staffs" drop-down box is greyed out. In real life, a team's front office has a great deal of control over such things. If a front office wants a prospect to be used at a certain position or in a particular role, that player will be used in that manner. For example, if a team drafts a shortstop but wants to groom him as a second baseman long-term, that player's minor league managers will be instructed to use that player at second base. The ability to dictate how minor league players are used is essential for a front office and its long-term planning for the major league roster. Minor league managers simply don't have the level of autonomy that OOTP16 currently gives them.
Setting minor league rosters also becomes needlessly challenging, as it's hard to know how a minor league manager will decide to use the players he's given. A minor league club could wind up with three backup outfielders but no backup infielders because the minor league manager has decided to start some of his infielders in the outfield. The ability to set minor league roles goes hand-in-hand with setting rosters and signings/promotions/demotions.
If a GM can potentially dictate major league roles, the GM should also have the ability to do so at the minor league level. I really think this needs to be addressed in an update.
This is just my personal view, but if playing in Commissioner Mode, I don't think anything should be greyed out, even if serving as GM only. Complete control should mean complete control.
All in all, great work on the game by Markus, Matt, Andreas, Daniela, Aurelio, and everyone else on the team. If this is my biggest gripe, the game is in pretty good shape.
