Not only can one not install the 2015 Quickstart (Offseason) manually because it requires you to go through Add On Central but this 2015 Quickstart is not found in Add On Central. I'm not sure if the problem is with the OOTPMods server or OOTP Baseball blocking it. I hope the community can help us who are in this boat. There was no way for me to contact the OOTPMods admin on the site, however, I did see the quickstart files posted on the site. I am emailing the jazzrack, the contact for the OOTPMods site, and hope to at least inform him about the problem.

Update: I tried again after hearing of dscards success with the Spring Training version. Before I ran OOTP I checked the unzipped files and I saw that the directory only had a subdirectory in it within it with the same name. When I moved the files out into the parent directory, that seemed to do the trick.
