Looking at stock leagues I think the PCMs trump baseball quality. For instance MLB is one in the stock game. The Dutch league is .750 for contact and .700 for the rest. This seems to be good evidence the PCMs for the league are used for player creation in the beginning and for new gens as opposed to baseball quality. There would be no need to adjust the PCMs if the baseball qualtiy were different and it affected player creation outside of those random discoveries your scouts find. The Netherlands is 4 stars compared to the US being 5 stars. Italy is 3 stars while San Merino is 1 star but the PCMs for IBL are almost identical to the Netherlands league.

I think quality only affects the random discoveries your scouts make.
