Start times for the local major league clubs were posted in the
New York Times at least as early as 1918. The
Chicago Tribune began posting start times for all MLB games in mid-1964; the
Washington Post had begun doing the same no later than 1978; the
New York Times didn't begin doing the same until the early 1980s, if I recall correctly.
The major league start times might not be identical to those used in the minor leagues, but they're probably similar.
See the attached .zip for a Wordpad file listing the historical start times for the NYC major league clubs in selected years from 1919-51. It's a work in progress—eventually more years will be added.
