I remember about 10-15 years ago buying a PS2 memory card off eBay that had the NCAA Football rosters fully named on it. The person who did them only charged for the cost of the new memory card, so I suppose he wasn't actually charging for the roster itself. And since this was before video consoles had online "hubs" where people could upload modded rosters and file sharing services were obscure, it was about the only way to get the rosters without doing them yourself.

But as Rich says, anyone who hypothetically tried to sell a mod for OOTP would be shamed out of the community, at the very least. Part of what makes this game so great is the immense talent, hard work and generosity of the dedicated modders. Anyone who goes against the flow of what those people have already done is surely going to fail.
