Ok, my take on it.
I remember older OOTP versions, where you had like 4-6 scouts or smth, and basically had to assign them to teams and players to get even remotly accurate ratings, and I always found that pretty exhausting, especially for OOTP players who wanted to sim alot, and had to assign the scouts to teams and the draft pool all the time.
But, I also think that aimed scouting reports from the head scout/scouting departement SHOULD have have an effect on the accuracy of scouting. I mean, if I sent out my head scout to look at a 21-year old C in MY AA system, and he tells me all the way he is a 1* player, and I now by looking at him with 100% accuracy(in a non-dynasty game, my TOR game I play for myself for fun), that he has been a 3-4* potential player since the same scout discovered him 5 years ago in the DR, it kinda annoyes me.
I would like some kind of additional option to sent my head scout or a couple of scouts to look at a player for like a week, and to get more accurate ratings, because it's realisic right? Especially to get a little bit more accurate ratings on you own players, where coaches AND scouts look at. (Yes, I know the Astros had J.D. Martinez and released him, but he reworked his stance and his swing, I would categorize that in OOTP as random development change for a player)
