I started a historical fiction league-- basically 2014 MLB setup starting in 1871 with all fictional players. However, I am getting mostly Americans during the International Amateur Free Agent signing period. I left the percentages for internationals as the default (0% American, mostly Dominican) so I'm not sure how to fix this problem.

I am using Questdog's name files (most recent set, not 1890s or anything), does this do anything with those percentages?
