This may be a plugin, so if you don't have it just Google "Outline Object" plugin for Paint.net and you will find one... Here is a link to one such set of plugins that has an outline feature included... Its free to download just click on the download link...

Copy the Outline Object.dll or the Outline.dll file(s) to your Paint.net/Effects folder then start up the program

I attached the two dll files for convenience if you want to use them instead...
