As far as the financials, you're right, it's basically spend what you can afford (with the exception of some terrible owners who spend much less than they can afford). I believe there is an all-in-one mod, but someone else will probably have to point you in that direction, I mainly do historical and fictional so I'm not 100% sure where it's located.
