If you haven't tried this, have him delete all the files in his settings folder for your league. Then send him the accountsgm file from the commish and have him copy that to the settings folder.

I am assuming you have tried deleting the league and re-starting. But in doing that did he load another league. The current league is always kept in cache, so simply re-installing the league won't necessarily change anything. If your problem is with league A, then always load up league B (even if it is just start a new game that will be a dummy). Then you can delete the league. This same step must also be done if you use the step I outlined above.

I did end up with one manager in my league who could never get the league running, so unfortunately it is not a unique problem.
