Someone just made a suggestion for OOTP 16 about draft lotteries. I thought I would share the site I use to set my draft lotteries. It's completely free but you can donate to them. BTW I'm not affiliated with them. I just found the site in a google search last month. Their are several other sites that do the exact same thing.
