There's an option at the bottom of the Pitching Staff menu for "Allow SP in relief (yes/no)?" I think the default is "no". I suspect poor Sanchez was victimized by this setting.
Sanchez: "Skip, I'm not sure I have it today. I've given up 12 runs already and I've thrown 92 pitches!"
Skip: "Sorry, Sanchez, you're our last reliever."
Sanchez: "But what about Webster over there? He looks pretty fresh."
Skip: "Nope, Sanchez, he's a starter. Can't do it. GM's orders."
