The .lg folder should be in your OOTP software. That is usually in a Documents folder. The path should be something like this:
C:/...../Documents/OOTP Developments/OOTP 15/saved games/
The Radio Days folder should be in the saved games folder. If not just create one, naming it exactly as Joe mentioned in his email. Don't forget the .lg at the end.
Then just extract the zipped file to that folder and you should be ready to go.
