I have (in OOTP 12), twice actually. The most recent time, I had a veteran shortstop on a 108-54 team that was to be a free agent, and I wanted to have the compensation draft picks, so I offered him arbitration after that season (so this is with the older rules), and he actually took the team to arbitration and pressed out a huge pile of money for a new 1-year deal.
The next season, for a variety of reasons, the team imploded capitally. Dumping below .400 in May, he eventually accepted a trade to a team that wasn't exactly winning, but was less terrible than mine.
So, it is possible, but it won't happen too often.
