Actually, this way of running a league is approvingly referenced
in the OOTP online manual.

Many existing tools for extending the OOTP web interface work for purchasers and non-purchasers alike. And as I mentioned before people have developed similar tools for BBPro which is sometimes used for online leagues so it's precedented.
