First off, 3d has nothing to do with photos.
A screenshot of those photos would help, but what I would do is go into your saved game's news\html\images\profile_pictures and person_pictures folders (make a backup of these 2 folders just in case) and delete everything. Restart ootp and it'll auto rebuild those. That may fix your problem.
There were changes to the colorization of facegens in 15 and that may or may not have caused the problem.
Anyway, as long as you backup the 2 mentioned folders before you delete the pics, your safe to try it.
