OK, I'm back with the answer.
First, go here:
Index of /ootp. You may want to bookmark that website for future reference because you can also get interesting things there. Don't worry, it's legitimate to go there and download. The other archive you may be interested in is
Index of /newsletters.
At the first website, go to the folder labeled 14.7.42 (or 13.10.37 - I'm not sure whether you want OOTPB 14 or OOTPB 13. Open the folder and click on ootp14setup.exe (or ootp13setup.exe). It will start to download.
Install the game, then click on the Purchase OOTP 14 (or 13) Now button. You will see that 14 (and 13) are still for sale for $19.99.
Note: You may realize that the quickstart game (it's named Majors.quick) is already installed. Forget about what you may be thinking because you need to purchase OOTPB in order to open the quickstart and you cannot just open it up in OOTPB 15 directly. Just sayin'.
