Definitely doable and also preferable in that you get better stats to rely upon in the draft. Also, it's just leads to deeper immersion in the game. You see the "youngsters" develop in their feeder leagues and you start recognizing names, looking forward to them appearing in the draft after they "graduate."
There is a ton of information in the online manual about
feeder leagues. Remember, like a lot of things in life, too much of a good thing is too much. Read the part about how many teams to have in your feeder leagues (I think OOTPB 15 has a wizard now to help you through the process of creating feeder leagues - not sure, though because I have not tried it yet in this version).
