To A) - If you are playing a game using the 2014 MLB and want to take advantage of the updated rosters, then you will have to start a new league. If you don't want to take advantage of the updated rosters/changes, then you can continue with your current league.

To B) - That part of the email pertains to the new "Relative" ratings setting. With this option enabled (go to GLOBAL SETTINGS and check the box next to "All player ratings are displayed relative to"), OOTP calculates league average ratings for all players at each level: ML, AAA, AA and so on. OOTP then displays all player ratings relative to the level you select there. You can also change it from any player profile screen using the dropdown in the upper righthand corner. If you don't have this option enabled, then you don't get all those options.
