I don't know what the exact cut-off is for the size of saves, just that there is one.
I don't know if there's anything else in the rule beyond that as I'm not privy to everything developers can see. I just know what Sebastian has said.
I'm not really sure why Apple has that size limit for saves. If the user maxes out their iCloud storage, isn't that their problem? iOS could provide a list of saves that are being backed up and the user could decide what to include and what not to include, so if you're only playing iOOTP, great; if you have a bunch of other stuff and want to exclude iOOTP, fine.
Or you could buy more iCloud storage, which I would think Apple would be fine with.
Maybe it's part of their "We just want things to work without users having to see how the sausage is made" philosophy, which works to a certain extent. At some point, though, you need to give people control over their experience and assume they know how to compare file sizes, or can learn how to.
