I am still playing OOTP 14...for now. In the past, I remember checking a box saying that all teams in my fictional league should have the same budget, regardless of market size.
However, I'm starting a new league and have had to start over a couple times because I can't find the setting and apparently the default is for differing budgets for every team.
I looked at the online manual and it is for OOTP 15 and I can't find the setting. Does anybody remember how in OOTP to assign the same budget for every team?
