I play as the Rays, and we have a LEGENDARY category scout when it comes to finding players. I also have a huge budget with a large amount dedicated to international/amateur scouting. However, when I get my emails from him telling me of new talents, they are never above 1.0 ML stars. I feel like it's a waste to have such a good amateur scout and such a large amount of money dedicated to the budget to find players that a rookie scout by himself could find!
