TC, the problem is that someone is not going to look for a specific thread within a forum just to see if it is ok for them to start a thread or not. Who would know to do that?

Look at the comments & feedback forum where it specifically states as the forum description to post bug reports in the appropriate forum yet people post them in there instead.

Another example is with Henry's wish list thread in the comments & feedback forum that directs people to the actual wish list thread. Yet people still post their suggestions in that thread instead.

Another example is with the wish list thread itself where it is updated to include suggestions yet people don't read it prior to making the same suggestion again that has already been added.

You cannot just direct a mass of people to the appropriate section and expect them to follow the rules. You must enforce the rules on a regular basis even if it requires holding their hands in the process.

When a thread is started in the wrong forum it should be moved. If a thread is started when it should have been included in an already existing thread then it should be moved into that thread and the member should be contracted so that they know where their posts has gone to. Eventually people will get on board to avoid any hassles and delays.
