If your #2 is wrong it has nothing to do with the database, it's the way the game is programmed to create a league and it's the same for everybody. You are just creating the league wrong.

You can have the database completely installed correctly but if you don't select the database when creating the historical league (step 1 in the wizard) it's going to use the one that comes with OOTP.

From what your describing it sounds like you are not selecting the database until after the league is fully created. You are only then changing the path to the new database. So essentially you are creating the league using the original and from that point on you would be using another database.
