I am setting up something now that there is a semi-pro city league that my league will pull players from.
The smaller roster size lets me get to know players better but to pull this off injuries have to be set to low or very low.

Just use reserve rosters.

According to OOTP itself, OOTP MLB play (modern and historical) outnumbers OOTP fictional play three to one.
